Trivore helps digitalise public transport discount vouchers with a digital wallet

HSL, Findynet Cooperative, and Kela have launched a project to digitalise public transport discount vouchers. The aim of the project is to develop a digital alternative to the printed pensioner’s certificate, where Kela issues the pensioner’s certificate to the customer’s digital wallet and pensioners can use it in HSL’s e-services. Currently, a pilot phase is underway, which does not yet make use of real customer data. Trivore is involved in building key capabilities for HSL in the project.


HSL, Findynet Cooperative, and Kela have launched a project to digitalise public transport discount vouchers. The aim of the project is to develop a digital alternative to the printed pensioner’s certificate, where Kela issues the pensioner’s certificate to the customer’s digital wallet and pensioners can use it in HSL’s e-services. Currently, a pilot phase is underway, which does not yet make use of real customer data.

The joint project will use eIDAS-compliant technologies to digitalise discount vouchers. This will ensure that Finns can benefit from future EU-wide solutions at the forefront. Trivore is involved in building key capabilities for HSL in the project.

By digitalising the process, HSL could offer its customers a digital alternative in the future, making their everyday life easier and smoother. With a digital wallet, information about the basis for a discount would be reliably transferred to HSL’s system. This would allow those who feel comfortable with digital transactions to prove their right to a discount through electronic self-service channels.

The aim of the current pilot phase is to build the necessary back-end system capabilities enabling the use of digital evidence to verify the grounds for a discount. This includes, inter alia, identifying suitable technology options, design work, trialling and implementation of technical solutions. The aim of this careful groundwork is to test the viability of the concept and to prepare the ground for the initiation of actual production planning.

“At HSL, we aim to improve the customer experience by digitising our services and offering more self-service options. The use of the digital discount certificate is one important step in this direction. Pensioners will be the first step on this journey and we will seek to expand our services in the future. We want to make our customers’ everyday lives easier by offering them services that are as smooth and easy to use as possible,” says Ville Käkelä, HSL’s Business Manager for Customer Data.

After the test phase, the aim is to conduct a joint pilot with a limited number of customers. The experience gained from this could be used to plan and schedule the actual production usage for all customers. Trivore is pleased to be a subcontractor in this exciting project, building the core capabilities of the project for HSL.

What to aim for after the pilot phase:

  • After the pilot phase, the aim is to launch a production project. This will include contracts, data protection preparations, requirement specifications, and the actual system development.
  • In the future, the possibility of extending the use of the wallet to other discount groups, such as students, will also be explored.
  • The idea is that after the pilot, other organisations offering discounts to specific groups will be able to use the same digital proofs.
